Why 9, and why planets
The Navagraha ("nine seizers") are the nine points Vedic astrology tracks in a birth chart: the Sun, Moon, Mars, Mercury, Jupiter, Venus and Saturn, plus the two lunar nodes, Rahu and Ketu.
